Meet Steven Carr

Steven Carr, with over 30 years of legal experience, is a distinguished business lawyer known for his work with lenders and real estate developers. In 2008, he joined Ellinger & Carr as a founding member, focusing his practice on affordable housing development and other complex commercial transactions.

Steve represents developers and lenders in affordable housing transactions and community development projects, involving multiple layers of financing and low-income housing tax credits. He serves as lead counsel to developer clients throughout the course of a transaction, from negotiation of purchase agreements  to exploring title and real estate issues to navigating complex financial structures to get to closing.

Additionally, Steve represents municipalities in their community development efforts, including assistance with the development of lending programs, serving as lender counsel on behalf of municipalities, and exploring options for opportunities and partnerships for affordable housing between municipalities and community partners. He also represents nonprofit organizations, including assistance with obtaining tax-exempt status.

Steve holds an AV Peer Review Rating for the Highest Level of Professional Excellence.
