Housing Authority Services
As unique organizations established and dedicated on the state and federal level exclusively for the production of affordable housing and the continued oversight of the quality of life for the residents that live in housing authority-owned and managed communities, the legal issues in creating, building, and maintaining homes, community services, and multifamily housing in each community are governed by complex state, federal and local regulations.
Susan Ellinger has worked with these organizations throughout her career of over 40 years, helping establish and administer plans involving Section 8 voucher programs, including project-based voucher issuance and contract compliance, Project Self Sufficiency programs, new construction, and rehabilitation programs in the ‘70s and ‘80s, to her current engagements structuring RAD conversions, mixed use financing, LIHTC transactions, public private joint ventures, and HOPE VI and other property conversions. As the affordable housing practice areas expand, the firm has also provided legal services for first-time homebuyers and affordable home ownership.
